It would be to pay the increase to the Military Contribution out of the pockets of the Civil Servants, and it will moreover strengthen the hands of the Unofficials in arguing the inability of the Colony to pay the increased Military Contribution for next and subsequent years.
7. It is also worth noticing that had the Garrison been increased, the additional contribution and increased salaries would not have been the subject of any adverse vote in Council.
